Invitation to register interest

Registrations of Interest are invited from suitably qualified entities to undertake the role of Managing Contractor for certain works on the basis described in the Invitation to Register Interest. The Commonwealth intends to create a shortlist of Applicants from which it may invite tenders for the proposed works.

Project J0107 – Shoalwater Bay Training Area Redevelopment (the Project) seeks to deliver infrastructure improvements to support increased large scale training activities, harden and improve key training areas to support significantly increased usage and deliver the works within a highly sensitive environment to enable unilateral, multi-agency and multi-national training activities; and the Commonwealth is seeking to engage a Managing Contractor to deliver the Project within agreed timeframes providing increased capability when required and also with minimal impact to ‘in progress’ training and other general range activities.

The following government requirements and policies apply to this Invitation to Register Interest, the activities and works under the Project and any resultant contract:

  • the Building Code 2016;
  • the Australian Government Fair Work Principles;
  • the Australian Government Work Health and Safety. Accreditation Scheme described in section 43 of the Building and Construction Industry (Improving Productivity) Act 2016 (Cth); and
  • the Indigenous Procurement Policy.

The date the design activities are anticipated to commence is in or about November 2017, with construction complete in or about June, 2022.

Please note, all attendees to the industry brief must be pre-registered and possess photo identification issued by a State or Territory government body, matching the details provided in its email. If anyone arrives intending to participate in the brief and are not registered, they will be declined entry to the brief. Furthermore, attendance at an industry briefing session is not a mandatory pre-requisite for the submission of an ITR, although attendance is encouraged; and if any Applicant elects to attend an industry briefing, the applicant is requested to register no later than 12:00pm 27 April 2017. Applications for attendance after this time may not be accepted.

Information about this project and pre-registration can be accessed from AusTender using the following link: https://www.tenders.gov.au/ and search for ATM ID:AZ5690. You will need to register with Austender in order to view the tender documentation.  Once registered on Austender, you will see a number of documents relevant to the Redevelopment Project.  One of these documents will provide the information on the Industry Brief. 

There will be no site visit during the briefing sessions. All applicants are reminded that there is a maximum number of personnel permitted to attend the industry briefing in Rockhampton – two (2) per Applicant. It is requested that the person likely to be nominated as the Contractor’s Representative be one of the attendees.
