Hanson Bailey, a specialist environmental consulting company, has been engaged to prepare an Environmental Impact Statement for the Minyango Project, a 3,300ha site south of Blackwater. The proponent for the Minyango Project is Blackwater Coal Pty Ltd, a wholly owned subsidiary of Caledon Resources. The project involves the development of a greenfield, multiseam underground coal mine, with a Run-of-Mine (ROM) production rate of up to 9 million tonnes per annum, yielding up to 7.5Mtpa of product coal for the export market.  The project will utilise the longwall mining method and will have a mine life of approximately 20-40 years.

The Department of Environment and Resource Management (DERM) will develop a Terms of Reference (ToR) for the EIS that outlines the scope for the EIS studies. A Social Impact Assessment (SIA) will be conducted as part of the EIS and will also involve consultation with representatives of the Blackwater community. The first phase of the consultation will involve meetings with stakeholders during June-July 2011.

A copy of the draft ToR may be viewed at the Blackwater or Emerald libraries, or the DERM office in Emerald, and written submissions will be accepted until Friday 22 July 2011.
