Nearly $2 billion in Local Infrastructure Projects – Status Report 2018

The list of projects detailed below is a “snapshot” of pending infrastructure works programmed to commence across the local area over the ensuing 6 to 12 months (possibly longer for the Rookwood Weir Project which awaits Infrastructure Australia scrutiny).
It will be observed that the total value for the projects listed surpass $1.8Billion and as the regional Economic Development Group for the area Capricorn Enterprise is working closely with project proponents, principal contractors including Tier 1 and Defence Prime Companies, plus local business and industry groups to maximise local participation and content.
Whilst there has been positivity from Government (via the introduction of Legislation) and the Australian Defence Force (ADF) for appointed contract managers to ensure “local participation” in regional projects, Capricorn Enterprise is taking a pro-active role to ensure that regional business and industry capability is at the forefront of discussions as it relates to project work packages, service contracts and supply chain requirements.
Defence Projects: Shoalwater Bay – Remediation Project | |
Cost | $135Million. |
Project Details: | Note: It is understood that the ADF have selected a “preferred Tenderer” for the Shoalwater Bay Remediation Project with an official announcement expected in the coming weeks.
From information received at various Industry Forums project work packages will include: construction, civil works associated with roads and airfields, environmental services, fencing, communications and technology plus amphibious infrastructure. |

Defence Projects: ADF / Singapore Armed Forces Military Training Initiative | |
Cost | >$800Million |
Project Details: | The Australia-Singapore Military Training Initiative is about investing, building and training. It will provide Australian troops with better training opportunities and strengthen Australia’s relationship with Singapore, an important Defence partner.
Around $2 billion will be invested in the Central and North Queensland regions over the life of the initiative. In respect to the Shoalwater Bay component of the MTI Aurecon has been appointed by the ADF as the Project Manager Contract Authority (PMCA) with invitations issued to selected Defence Primes to respond to a TOR for the Managing Contractor (MC) role. |

Transport and Main Roads Projects: Bruce Highway – Rockhampton Northern Access Upgrade | |

Project Details | The Rockhampton Northern Access Upgrade is a $121m project to duplicate approximately 4.9km of the Bruce Highway between Rockhampton-Yeppoon Road intersection and Terranova Drive, north of Rockhampton to cater for increasing traffic demand for adjacent industrial, commercial and residential developments and provide amenity, access and road safety outcomes for all road users.
Note: It is expected both local, regional and national Contractors will be vying for the Contract with Tenders for the Project current open. |

Transport and Main Roads Projects: Capricorn Highway – Rockhampton to Gracemere Duplication | |

Project Details | Duplicate the Capricorn Highway between the Yeppen Roundabout and O’Shanesy Street (Gracemere).
A 4-lane highway between Rockhampton and Gracemere will enhance the capacity of the Capricorn Highway and improve connections between these communities while also improving safety on this section of the regional road network. Traffic volumes on the Capricorn Highway between Rockhampton and Gracemere exceed 18,000 vehicles per day. Note: It is understood that four (4) nationally based Tier 1 Contractors have been selected to submit detailed proposals for the Design and Construct Contract. |

Queensland Government: Capricornia Correctional Centre | |

Project Details | CPB Contractors has been selected by Queensland Corrective Services as the managing contractor for the $200 million expansion of the Capricornia Correctional Centre in Etna Creek.
CPB Contractors will deliver new and upgraded facilities at the Capricornia Correctional Centre to support an increase in capacity and ongoing prison services, including a minimum of 164 additional residential cells in new buildings, 100 bunks in secure cells, a new residential officers station, and a site-wide electronic security upgrade. |
Employment | 100 construction jobs and more than 70 direct ongoing jobs after commissioning. Additional indirect jobs will be generated in service provision. |

Gladstone Area Water Board and SunWater Ltd: Lower Fitzroy River Infrastructure Project | |
Cost | Total investment: $495m (2014 dollars)

Project Details | The raising of Eden Bann Weir and construction of a new weir at Rookwood on the Fitzroy River, Central Queensland for improved water availability and expansion of agriculture. This will include associated infrastructure, including turtle and fish passage structures and augmentation of access roads and river crossings affected by the project.
The weir will add 76,000 megalitres of water for agricultural production along the Fitzroy River, as well as an eventual back-up supply for Gladstone, Rockhampton and Livingstone Councils. The region has potential for irrigated vegetables, as well as cattle feedlots. For the project to be economically viable, water would need to be used to boost agricultural production substantially. |
Employment | The project would create 100 construction jobs and increased agricultural production would generate more direct jobs. |
